The National Association of Regional Councils (NARC) presented the prestigious Walter Scheiber Leadership Award to David A. Warm, Executive Director of the Mid-America Regional Council (MARC). The award, given annually by NARC, recognizes the significant impact an Executive Director of a regional planning organization has made at the local, state, and national levels.

Since 1991, Mr. Warm has served as Executive Director of MARC, which is the association of city and county governments and the metropolitan planning organization of the bistate Kansas City region, spanning eight counties and 116 cities. His management emphasis has been on creating effective systems to enable diverse interests to achieve common goals. Under Mr. Warm’s leadership, MARC has expanded its programs to better serve local governments and address timely regional issues. As a result, respect for the organization among government, business and civic leaders has grown significantly.

MARC has provided a forum where local officials can achieve regional objectives and face diverse community challenges together, can engage in long-range planning and public policy coordination, and can provide technical assistance and services to effectively strengthen the metropolitan community. Common issues such as transportation, child care, aging, emergency services and the environment are addressed through cooperative solutions and regional efforts.

"David Warm has always been a strong advocate of regionalism. During his term, MARC has grown in size and capability, and has adopted an ambitious and progressive agenda. He has worked directly with civic and business organizations to ensure that their leaders make decisions or influence public investments in support of regional progress,” said NARC Immediate Past President Randall Morris.
