Executive Directors
Executive Directors Council Roster
The National Association of Regional Councils’ Executive Directors Council (“EDC” or “Council”) specifies policies and procedures for carrying out its responsibility in assisting the Association’s Board of Directors. It shall be the policy of the NARC Executive Directors Council to ensure that there is broad representation on the EDC encompassing all regions of the country, representing different geographic areas, different sizes and types of regional councils, including stand-alone Metropolitan Planning Organizations referred to as “regional councils.”
In order to be eligible to serve on the Executive Directors Council, the individual must be serving as the Executive Director of a member regional council on a full-time basis. The member regional council must be a member in good standing in NARC with membership dues paid and current. Note: The officers of the EDC serve on the NARC Board of Directors.
Purpose: The Council was established in accordance with Article V, Section 5.01 of the NARC Bylaws. Its authorities, duties and responsibilities are:

To provide procedures whereby the Executive Directors’ positions and views on NARC’s policies and procedures are developed and presented to the NARC Executive Directors and to the NARC Board of Directors.

To represent the Executive Directors and staff of regional councils in making recommendations on policies, priorities and other matters affecting the National Association of Regional Councils.

To serve as the NARC allied organization to support and represent regional council executive directors.

To initiate, coordinate and support professional development opportunities for Executive Directors and staff.

To respond to NARC Board requests for information and views and positions on proposed and existing NARC policies, programs and membership services.

To respond to NARC staff requests for input concerning policies, budget and the conference planning process.

To serve in an advocacy and advisory partnership with the NARC Board of Directors to implement programs and policies that are important to the entire membership of NARC and the Executive Directors Committee.
Membership Composition: The composition of the Council shall be determined by the NARC Board of Directors in accord with Article V, Section 5.01 of the Board’s Bylaws. Council members shall be elected by the Executive Directors from member regional councils in NARC.
The membership shall be composed of:

Thirty (30) members elected from fifteen (15) regions of NARC. Regional seats shall be apportioned on the same basis as membership on the NARC Board. Allocation of membership shall be adjusted pursuant to the allocation on the NARC Board. - 30

Ten (10) seats elected at large by the EDC. These shall be selected to assure a balanced and representative group relative to regions of the country, types of regional councils and other considerations. - 10

The Chair (Vice President, NARC Board), Immediate past Chair and one First Vice Chair and one Second Vice Chair – 4. *Note: The officers of the EDC also serve on the NARC Board of Directors.
