Regional Councils have been involved in environmental planning for more than three decades, including watershed planning, river studies, solid waste management planning, air quality and brownfields redevelopment. As much as any other issue, environmental quality is unconcerned with municipal boundaries. For example Rivers and streams flow through states and regions. Water that is polluted as a result of activities in one state or region can have a major impact on other downstream communities along the river. A city’s air quality can be affected by pollution occurring hundreds of miles away.
As Chair of the Environmental Policy Development Committee from 2001- 2004, John Promise, Director of Environment from NCTCOG has stated: “Regional councils across the nation are putting exciting and innovative programs and tools in place to help their local governments address common environmental issues. NARC is committed to helping promote and build local/regional environmental programs and tools in the hopes of creating safe and sustainable communities. NARC wants all regional councils to learn from each other, through the exchange information about environmental activities and aspirations, as well as talk about technical assistance and training needs. Therefore the Environmental Policy Development Committee provides the forum for discussion on the most pressing environmental issues and gives community leaders the opportunity NARC will also work with its members to review legislative proposals, and with federal agencies to improve program delivery.”
The Environmental Policy Development Committee has been formed to develop policy for the NARC Board. We will be communicating by email, scheduling conference calls, and meeting at the policy and annual meetings. As we develop issues around your concerns we may have subgroups to cover the various issues of wetlands, water, and air. The EPDC Co-Chairs for FY2005-2006 are John Promise, Director of Environment at NCTCOG and Ken Fallows, Mayor of Haskins, OH.
