Operation Lifesaver
Safety has, and will continue to be one of NARC’s top transportation priorities. Whether it’s rural road, metropolitan highway, or transit safety we will continue to work on adequate funding, data sources, and coordination to reduce the 42,000 yearly fatalities on our transportation system.
Transportation Safety Planning Working Group (TSPWG)
The Working Group is an informal, ad hoc partnership of U.S. DOT agencies (Federal Highway Administration, Federal Transit Administration, Federal Motor Carrier Safety Administration, and the National Highway Traffic Safety Administration) and professional associations representing state DOT, safety, traffic engineering and planning communities. The Transportation Research Board convenes and moderates the TSPWG, and hosts the web site.The Transportation Safety Planning (TSP) web site helps planners and other transportation professionals better integrate safety into the transportation planning process. Look to this web site for valuable resources, including:
· Research and publications from the transportation safety planning field;
· A Q & A forum that gives users access to leading experts;
· TSPWG Quarterly newsletters, featuring stories from states, regions and MPOs, and research centers; and
· Tools-of-the-trade offering ways to make safety integration easier and more effective.
Highway Safety Improvement Program (HSIP)
The program authorizes a new core Federal-aid funding program beginning in FY 2006 to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. By October 1, 2007, each State must have a strategic highway safety plan that identifies and analyzes safety problems and opportunities in order to use HSIP funds for new eligible activities under 23 USC 148. The plan is required to include a crash data system that can perform problem identification and countermeasure analysis.
NHTSA Fatality Analysis Reporting System
The National Highway Traffic Safety Administration (NHTSA) offers a comprehensive dataset of crash data on its Fatality Analysis Report System (FARS). The system includes valuable data to transportation planners, including fatalities by vehicle type, state, and circumstance. Users are also able to make maps for their own use. The system is slowly being expanded to include less-than-fatal accident data.

Guidance Issued on HSIP “5% Reports”
The Federal Highway Administration released implementing guidance on the so-called “5% Reports,” which are a component of the Section 1401 Highway Safety Improvement Program of SAFETEA-LU. This program requires each state to transmit an annual report to the US Secretary of Transportation on the top 5% most dangerous roads in their state. This guidance does not place any responsibility for drafting these reports on MPOs. To view the guidance, click here:

Highway Fatality Rate Rises in 2005
The rate of fatalities on the nation’s highways rose in 2005 to 1.46 deaths per 100 million miles traveled, up from a record low of 1.44 deaths in 2004. Passenger car fatalities dropped by 1.8%, while light truck/SUV fatalities increased by 4.3%. Many of these lives could have been spared through seatbelt use—over 55% of those who lost their lives were not wearing seatbelts. Further, DUI-related fatalities increased by 1.7%. Some advocates are attributing the increase in fatalities to cellphone use or increased truck traffic. To see more detailed information on last year’s statistics, visit the following website:

NARC Joins Safe Routes to School National Partnership
The Safe Routes to School Program is a feature of SAFETEA-LU’s new Highway Safety Imrprovement Program (HSIP). Worth $612 million over five years, the program will provide at least $1 million in annual funding to each state to hire a coordinator, building infrastructure, and provide educational materials. Many states will be forming their Safe Routes to School Program over the upcoming year. For this reason, NARC has joined the Safe Routes to School National Partnership. The Partnership provides information, assistance, and advice on setting up an effective program.Click Hereto view the partnership's webpage.

Operation Lifesaver (OLI) is an organization committed to saving lives by reducing automobile-train crashes. OLI maintains a network of state coordinators, volunteer speakers, and educational materials. NARC has established a long-term partnership with OLI to help our members incorporate rail crossing safety into their tranportation plans. To learn more, visit the OLI website.
