Climate Change: A Transportation Planning Approach To Reducing Greenhouse Gases

This workshop will discuss the ramifications of  climate change in the United States.  Panelists will focus on the topics of regional planning, transportation infrastructure, and the environment in relation to climate change and present ways Regional Councils and Metropolitan Planning Organizations can educate themselves about this topic. The workshop also will include concrete examples of how to reduce greenhouse gases in regional communities and offer participants a unique opportunity to interact with climate change experts.

Panel  I: Overview of Climate Change and Transportation
     Philip Duffy, Lawrence-Livermore Lab, Group Leader, Climate and
        Carbon Cycle Modeling, Atmospheric Science Division  - The
        scientific evidence behind climate change.
     Daniel Sperling, UC Davis, Director, Institute of Transportation
        Studies/ Professor Civil & Environmental Engineering/ Professor,
        Environmental Science and Policy - The connection between
        transportation and climate change.

Panel II: Federal  Government Involvement with Climate Change and Transportation
     Diane  Turchetta, USDOT,  Federal  Highway Administration,
        Environmental Protection Specialist - Discussion of the Center
        for Climate Change & Environmental Forecasting and FHWA 
        projects to combat climate change.

Panel III: Regional Involvement with Climate Change
     Melissa Royael, International Council on Local Environmental
        Initiatives, Senior Project Advisor, Cities for Climate Protection
        (CCP), - CCP initiative and how regional planners can get involved/
        Central Connecticut Regional Planning Authority case study.
     Kate Zyla, Pew Center for Climate Change, Research Fellow -
        Research completed by the Pew Center on transportation and
        climate change.
     Rex Burkholder, Metro, Deputy President -Transportation and Land
        use planning in Portland, OR.
     John Zamurs, Department of Transportation, State of New York,
        Head, Air Quality Section - MPOs actions to reduce CO2.

Panel  IV: California and Climate Change
     Doug Thompson, California Air Resource Board - A discussion of
        California's air quality regulatory process and its connections to
         climate change.
     Ina Shlez, Bay Area Air Quality Management District (BAAQMD)
        - Efforts by Bay Area planners to affect climate change.
     Larry Greene, Sacramento Metropolitan Air Quality Management
        District,  Air  Pollution  Contol  Officer  -  SMAQMD  actions on
        greenhouse gas reduction & collaboration with SACOG.
