Speakers discussed the various approaches and bills introduced in the 110th Congress, including the requirements set forth in the energy bill and proposals for emissions trading (cap and trade) programs.  This workshop discussed how regional councils and metropolitan planning organizations need to understand the potential impact of climate change legislation on local and regional governments.
