Issue: Technical Corrections to SAFETEA-LU

Background: The Safe, Accountable, Flexible, Efficient Transportation Equity Act- a Legacy for Users (SAFETEA-LU) is 866 pages long with tens of thousands of provisions, programs, and legal requirements. Despite the hard work of Congress, the bill will have internal contradictions, unworkable provisions, and inefficient programs that will need to be remedied through a technical corrections act.

Policy Recommendations: 

• NARC will identify ineffective programs and provisions that deserve Congressional attention. 
•  NARC will ensure that proposed technical corrections will not adversely affect COGs and MPOs.

Legislative Actions:

• NARC will work with Congress on a technical corrections bill.
• NARC will ensure funding equity in the technical corrections bill. 
• The High Priority Projects program (earmarks) will be defended in any proposal.
