Issue: Transit
Background: Public transit use has been growing in the United States as federal, state and local governments diversify their transportation investments. Societal benefits of transit use are many, including: less fuel consumption, less traffic congestion, personal transportation expenditure savings, and better air quality. NARC believes that MPOs and COGs are uniquely well-suited to administer transportation programs due to their multi-jurisdictional purview. NARC will advocate for better federal transit funding and in assisting in coordinated service delivery. Further, NARC will address our members’ concerns with the Federal Transit Administration during the rulemaking process of SAFETEA-LU.
Policy Recommendations:
NARC will work with FTA and our transit partner associations to implement SAFETEA-LU’s transit
programs: Section 5303-05 Planning Programs; Section 5307 Urbanized Area Formula Program;
Section 5309, 5318 Bus and Bus Facility Grants; Section 5309 Capital Investment Grants “New Starts”;
Section 5310 Formula Program for Elderly Persons and Persons with Disabilities; Section 5311 Other
Than Urbanized Area Formula Program; Section 5311(c) Public Transportation on Indian Reservations;
Section 5316 Job Access and Reverse Commute; Section 5317 New Freedom Program; Section
5320 Transit in the Parks; and Human Services Transportation Coordination.
Legislative Recommendations:

NARC will continue to support investment in transit.

NARC will continue to support an 80/20 Federal/local match for transit.

NARC will continue to work with other Federal Agencies and Departments that fund transit programs.
