Issue: Transportation Budget and Appropriations

Background: SAFETEA-LU was a transportation authorization act. The bill does not actually spend money—it is merely a guideline for future funding.  Each year, new spending bills must be passed by September 30th, the date the Federal fiscal year ends. Transportation agencies rely on the annual appropriations process to fund their operations and long-planned construction projects.

Policy Recommendations:

  • NARC will monitor the federal budget and appropriations process, and advocate on behalf of COGs and MPOs when conditions adversely affect their operation.
  • NARC advocates for funding that closely adheres to the authorized figures in SAFETEA-LU
  • NARC expects that transportation appropriations bills should be passed by both houses of Congress and signed by the President prior to the end of each fiscal year.

Legislative Actions:

  • Work with the Congressional Appropriations Committees and Members on the appropriations process to assure that authorized funding levels are provided for transportation programs.
