Transportation Planner IV
Monthly Salary: $4,413-$5,428

This is an exempt professional position with the Pikes Peak Area Council of Governments (PPACG), Transportation Division. This is a senior level/project management planning position, and responsibilities include managing a variety of projects related to the development of regional transportation plans and programs, major transportation investment studies, development of management systems, and travel demand forecasting.
Duties include, but are not limited to:

Manage short and long-range projects related to the transportation program

Specify, estimate and implement regional travel demand forecasting models

Perform air quality planning, modeling, conformity analyses

Respond to requests for technical assistance from member governments

Perform quantitative analyses and author transportation technical and policy reports

Facilitate public involvement in various planning processes

Administer contracts for transportation program products

Participate on regional tasks forces
-
Research, interpret, and respond to federal and state regulations

Make recommendations and provide assistance in department budget and program reporting requirements

Develop new or revised travel and transit demand and employment models
-
Coordinate and work with federal, state, and local transportation agencies

Carry out other duties as assigned by the Transportation Director

Required Education and Experience
- Master’s Degree in transportation planning, urban and regional planning, statistics or a related field, plus a minimum of four years of progressively responsible experience, or
- Bachelor’s Degree in transportation planning, urban and regional planning, statistics or a related field, plus a minimum of six years of progressively responsible experience.
This position requires an individual with a competence in the principles and practices of urban transportation planning, federal transportation and Clean Air Act requirements, superior computer skills, and demonstrated excellence through oral and written communication in the form of technical papers and professionally developed presentations.
The individual must demonstrate expertise in two or more of the following functional areas within the transportation program: project selection and prioritization methods, corridor level transportation planning, public process facilitation, or geographic information systems.
Demonstrated advanced knowledge of travel demand forecasting methods and procedures including discrete choice analysis, transit modeling and in-depth statistical analysis of survey data.
Demonstrated advanced knowledge of land use forecasting models and procedures, and familiarity with population, employment and land use forecasting.
A high level of computer literacy in the application of standard spreadsheet and word processing software, statistical analysis software, geographic information system software, and travel demand forecasting models software.
Ability to analyze complex issues and present results in concise reports and presentations to PPACG staff and others.
Understanding the intent and application of pertinent federal and state regulations related to Regional Transportation Planning.
Ability to develop strategy to communicate effectively with members of the public, elected officials, federal, state, and local agency representatives, PPACG committees, and community organizations.
