NARC and APWA Sign Cooperative Agreement


National Association of Regional Councils Signs Cooperative Agreement with American Public Works Association

Washington, DC (December 18, 2008) – The National Association of Regional Councils and the American Public Works Association (APWA) signed a memorandum of understanding to work cooperatively on issues impacting local governments and public works. The agreement formalizes an ongoing working relationship between the two organizations and serves as the basis for NARC member and APWA chapters to partner locally. The agreement was signed on Wednesday by NARC President Betty Knight, Presiding Commissioner of Platte County, Mo. and APWA Past President Larry Frevert, vice president and national director of public works for HDR, Inc., of Kansas City, Mo. “Working together with our public works and local elected officials at the regional and national level ensures we have the best information, the brightest people and greatest expertise in advancing our infrastructure needs,” said President Knight. “APWA has also been a long standing partner with NARC and I am honored that we can formalize our relationship and create a common mission and vision.”

The agreement outlines several areas of cooperation, including:

  • collaboration and exchange of information, education, training, technology and best management practices;
  • fostering joint cooperation and participation in education programs;
  • collaborating to shape federal policy, legislation and regulatory issues in the areas of transportation, climate change and sustainability, homeland security and emergency management and planning, among others;
  • encouraging NARC members and APWA chapters to collaborate and partner on regional issues;
  • jointly seeking opportunities to secure grants and/or foundation resources to support initiatives and programs consistent with the strategic goals and objectives of each organization;
  • exchanging speakers, materials and complimentary booth space at respective national conferences.

“We’re at a critical juncture in the history of our nation’s economy and infrastructure, and it’s important we work together to meet common goals,” said APWA Past President Larry Frevert. “By sharing information and expertise we can further programs and projects that will have a lasting impact on not only our members, but also all of the citizens we serve.”
