NARC Economic Recovery Information and Materials
The American Recovery and Reinvestment Act (ARRA) was signed into law in February 2009, and provides opportunities and funding for states and local governments within core tax and spending areas. The National Association of Regional Councils (NARC) has been active in the debate leading up to and following enactment of ARRA. The following provides an overview of current ARRA grants, NARC analysis of ARRA relevant to regions and local governments, federal agency resources and NARC activities.

New Funding Opportunities: RUS and NTIA announce general policy and application procedures for broadband initiatives established pursuant to the American Recovery and Reinvestment Act of 2009 (Recovery Act). RUS is establishing the Broadband Initiatives Program (BIP) which may extend loans, grants, and loan/grant combinations to facilitate broadband deployment in rural areas. NTIA is establishing the Broadband Technology Opportunities Program (BTOP) which makes available grants for deploying broadband infrastructure in unserved and underserved areas in the United States, enhancing broadband capacity at public computer centers, and promoting sustainable broadband adoption projects. In facilitating the expansion of broadband communications services and infrastructure, both programs will advance the objectives of the Recovery Act to spur job creation and stimulate long-term economic growth and opportunity.
In addition, the State Broadband Data and Development Program, a competitive, merit-based matching grant program, may fund projects that collect comprehensive and accurate state-level broadband mapping data, develop state-level broadband maps, aid in the development and maintenance of a national broadband map, and fund statewide initiatives directed at broadband planning.
Applications will be accepted between July 14, 2009 at 8:00 a.m. Eastern Time (ET) until August 14, 2009 at 5:00 p.m. ET. The application packages for electronic and paper submissions will be available at http://broadbandusa.sc.egov.usda.gov/download_app.htm.
