Congestion Reduction Training for MPO Board Members
Metropolitan Planning Organization (MPO) Governing Board members are responsible for establishing a long-range transportation vision for their metropolitan area and for making a variety of other significant transportation planning and programming decisions. These decisions have noteworthy and long-lasting impacts on the character of their communities, including the impact on system-wide and corridor level congestion. Yet, the vast majority of MPO Governing Board members come to their position without any background in transportation system development and even less on the nature of congestion.
We are excited to announce the arrival of a brand-new training program designed especially for MPO Board members! This FREE training program consists of a series of video lessons that can be completed at your own pace and an optional training manual which can be used to test your knowledge and deepen your understanding of the topics covered in each video.
This training program was funded through the National Institute for Congestion Reduction (NICR) and created by faculty at the Center for Urban Transportation Research (CUTR) with guidance from staff at the Association of Metropolitan Planning Organizations (AMPO), the National Association of Regional Councils (NARC), and the Florida MPO Advisory Council (MPOAC). The training is specifically designed to enhance the knowledge and skills of MPO Board members. Check out the MPO Governing Board Training on Congestion Reduction YouTube Channel. Videos in this training program describe the important role metropolitan planning organizations (MPOs) and MPO Board members have in leading the federally required metropolitan transportation planning process, including managing congestion. The videos describe the authority and responsibilities of MPOs, the nature of congestion and techniques to reduce congestion, when it is or is not appropriate to tackle congestion, and actions MPOs can take to address congestion.

This agenda was designed to support the delivery of the training modules developed for this purpose. Resources provided in this document include an overview of the course and the course learning objectives, module descriptions, and suggestions for implementing the training. This agenda and associated materials are designed to be used by MPO Board members for self- guided training and by MPO staff or other training facilitators leading training.
