Siting energy facilities extends beyond land use; it also shapes how regional councils of government (COGs), metropolitan planning organizations (MPOs), and rural/regional planning organizations (RPOs) respond to federal planning requirements. Regional organizations are experts at convening stakeholders, brokering consensus, and guiding the development of new economic opportunities to ensure projects deliver both clean energy and community benefits. Energy & Economic Development

Regional planning organizations like EDDs are essential catalysts in driving the economic growth that stems from new energy facility production, especially when they embed those strategies in a Comprehensive Economic Development Strategy (CEDS). Owned and shaped by the region, the CEDS process delivers more than a roadmap: it builds strategic capacity through a robust SWOT analysis, actionable plans, and performance frameworks, all aligned with economic resilience and industry diversification.

By tying siting decisions to economic development objectives, like workforce development, infrastructure investment, business cluster growth, and access to federal resources, planners can ensure that new energy projects are engines of regional prosperity.

Planning for Economic Recovery: The Decommissioning of Palisades Nuclear Generating Station

Background
The Southwest Michigan Planning Commission (SWMPC) is a regional council located in the Southwest corner of Michigan, spanning three counties – Berrien, Cass and Van Buren – along the coast of Lake Michigan. It is one of the 14 Regional Planning and Development Organizations in Michigan, serving approximately 128,734 people as a federally designated Metropolitan Planning Organization (MPO) and Economic Development District (EDD). SWMPC’s primary role in the region is to serve as a strategic planner and “think about the big picture” by working cross-jurisdictionally to create community plans, economic development plans, environmental plans and transportation plans. Among the most significant challenges SWMPC has faced in recent years was the closure of the Palisades Nuclear Power Plant

Located in SWMPC’s backyard on the coast of Lake Michigan, the Palisades Nuclear Power Plant was one of 54 power plants in operation in the U.S. until its closure in 2022.  The plant was a “long-standing community anchor,” and its closure had significant implications for Southwest Michigan’s economy. As an economic driver, the plant supported jobs, offset negative economic impacts created by fluctuations in seasonal tourism, and was a “key source of tax revenue for the region”.  Furthermore, according to an assessment by the Economic Growth Institute at the University of Michigan, the plant supported over 594 jobs, which would result in approximately $70 million in lost wages, not accounting for benefits. This loss of jobs amounts to an estimated reduction in total output of $259 million, which represents 1.1% of the tri-county economy. Given its role in the local economy, the region’s prosperity was closely tied to the plant, making its closure a major economic disruption.

SWMPCs Role
According to the U.S. Economic Development Administration, EDDs are multi-jurisdictional entities that “lead the locally-based, regionally driven economic development planning process that leverages the involvement of the public, private and non-profit sectors to establish a strategic blueprint (i.e., an economic development roadmap) for regional collaboration.” As the designated EDD for Southwest Michigan, SWMPC was responsible for helping its counties plan for and mitigate the economic impacts of the plant’s closure. SWMPC responded by developing the “Palisades Economic Recovery Strategy” to address the economic gaps left by the plant’s closure.

According to Executive Director John Egelhaaf, SWMPC goes beyond its responsibilities as an EDD acting as a “trusted third party for the region”—facilitating collaboration, clarifying information, and helping communities turn what they learn into actionable strategies. John describes SWMPC as entrepreneurial by necessity, constantly scanning the horizon, building partnerships, and securing resources to address complex issues like energy transitions and economic recovery.

Securing Resources
Regional councils are tasked with identifying and securing funding for multi-jurisdiction projects such as the Economic Development Strategy. In response to the closure of Palisades, SWMPC stepped into the role and stitched together various streams of funding from the U.S. Economic Development Administration, Consumer Energy Foundation, MI Department of Treasury – Energy Impact Project, and Michigan State Housing Development Authority, totaling $1.2 million to fund the development of an actionable strategy to mitigate the economic impacts of the closure.

Facilitating Collaboration
As the trusted third party, SWMPC brought together various levels of government and industry partners to form the Palisades Economic Recovery Initiative. Partners included Market Van Buren/Kinexus, Van Buren County, University of Michigan – Economic Growth Institute, Michigan Economic Development Corporation, Michigan State Housing Development Authority, Michigan Department of Treasury – Energy Transition Impact Project, Consumer Energy Foundation, and U.S. Economic Development Administration. Regional Councils like SWMPC can excel at collaboration, helping foster relationships that otherwise wouldn’t exist under one umbrella to build the capacities necessary to anticipate challenges and solve difficult problems like the closure of a nuclear power plant.

Developing Actionable Strategy
Traditionally, regional councils, as planners for their respective jurisdictions, are experts about the region and positioned to plan transit, economic development, and other industrial projects over 10 to 20 years, sometimes even longer. Together in collaboration with the University of Michigan Economic Growth Institute, Market Van Buren/Kinexus, and the Southwest Michigan Planning Commission conducted a comprehensive economic assessment to understand the impacts of the plant closure. They engaged the public through a dedicated Facebook group and invited community members to complete a survey to help shape the recovery strategy aimed at mitigating these impacts. These insights were being brought together to develop a recovery strategy to mitigate impacts of the plant’s impending closure.

The Rest of the Story and Future Projections for SWMPC
The plant, after 50 years of operation, began its closure process in 2022. Later, it made history as one of the first nuclear energy facilities in the U.S. to receive approval from the Nuclear Regulatory Commission (NRC) for decommissioning followed by recommissioning. This landmark decision eliminated the need for the Palisades Economic Recovery Initiative, as the plant would once again become operational. Operations are scheduled to resume in March 2026. The recommissioning of a nuclear power plant marks a significant policy shift, driven by federal incentives for nuclear energy, surging energy demands from AI, data centers, and electrification.

Integrating Energy Sustainability into the Mid-Ohio Regional Planning Commission’s Core Functions

Background
The Mid-Ohio Regional Planning Commission (MORPC) is a regional council spanning 15 counties in central Ohio, serving roughly 2.5 million people. MORPC is one of 24 regional councils in the state of Ohio and functions as its region’s Metropolitan Planning Organization (MPO) and Economic Development District (EDD). As a regional council, MORPC acts “as a bridge to convene and connect local governments to work collaboratively to drive holistic regional value” through transportation, sustainability, economic development, and public policy.

As part of its sustainability efforts, MORPC has launched an initiative focused on energy sustainability to help the region navigate Ohio’s rapidly evolving energy landscape. Ohio has become a hotspot for data center development, thanks to electricity costs below the national average and access to affordable water for cooling

The state now hosts roughly 191 data centers, with about half located in Columbus—MORPC’s home city—making the region a national leader in data center growth and placing increasing demand on the local power grid. Additionally, the Ohio State Legislature recently enacted HB 15, a law promoting local energy projects to strengthen grid capacity.

Process to Integrate Energy into MORPC’s Sustainability Goals
MORPC is currently in the process of integrating energy into its broader regional goals. To kick off this effort, over the past year MORPC hosted a four-part Energy Forum series that brought together energy, economic development, and regulatory experts to inform and educate local governments. Each session focused on a core topic:
1. Landscape of Energy Planning
2. Planning Energy Resilience for a High-Demand Future
3. Funding and Resource Opportunities to Build Your Energy Stack
4. Emerging Energy Technologies and Future-Proofing the Region

Insights gathered from these forums are now being used to develop a regional energy strategy that convenes utilities, local governments, economic development entities, and other stakeholders under one umbrella. Additionally, MORPC plans to create a resource guide for local governments that will include information and case studies on implementation authority, economic benefits, and property value impacts.

Findings and Recommendations
Throughout this process, MORPC has emphasized the importance of practical, replicable solutions for local governments and stronger cross-sector collaboration to break down silos between energy, economic development, and planning. They also found that partnerships at the state level are critical to achieving success.

North Central Texas Energy Planning Case Study

Building Capacities for Electric Vehicle Readiness in the North Central Texas Region

Background
Located in Dallas, Texas, the North Central Texas Council of Governments (NCTCOG) spans 16 counties and is one of 24 councils of governments in the state. NCTCOG serves as the region’s 911 coordinator, Clean Cities Coalition, Area Agency on Aging, Economic Development District, and Metropolitan Planning Organization, supporting approximately 8 million people. NCTCOG’s mission is to “strengthen both the individual and collective power of local governments by helping them identify regional opportunities, eliminate unnecessary duplication, and make joint decisions.” Among its key responsibilities are developing transportation plans, coordinating aging services, and creating community and economic development strategies.

As the region’s Clean Cities Coalition, NCTOCG “works with vehicle fleets, fuel providers, community leaders, and other stakeholders to identify community-driven choices that save energy and promote the use of alternative fuels and advanced vehicle technologies in transportation.” Ultimately, one of the biggest barriers to EV adoption across the U.S.—especially in rural America—is access to charging infrastructure. There are hundreds of “dead zones” where EV chargers are absent for miles, largely due to restrictive local zoning ordinances, complex permitting processes, and a lack of investment in charging networks. So, in 2023, the North Central Texas Council of Governments (NCTCOG) seized an opportunity to lead regional efforts in electric vehicle (EV) adoption by partnering with Charging Smart, a national program that helps local governments implement EV programs. This partnership positioned NCTCOG as a key facilitator for EV readiness across its region.

Program Implementation
Through Charging Smart, NCTCOG hosted two cohorts consisting of 5–9 cities each. The cohort model proved highly effective, fostering collaboration among cities while optimizing staff time. Each cohort participated in:

  • Monthly informational webinars paired with additional resources
  • Peer learning sessions to share experiences and best practices
  • One-on-one consultations to address technical challenges such as zoning and permitting

To encourage engagement, NCTCOG implemented mid-month check-ins and showcased accomplishments during meetings. This approach created accountability and momentum among participating cities.

Funding and Support
NCTCOG secured additional match funding from its board, supplementing Charging Smart program funds. This financial backing reinforced the credibility of the initiative and signaled regional commitment, enabling cities to move forward confidently.

Key Outcomes

  • Zoning Reviews: NCTCOG provided technical assistance by reviewing city zoning ordinances and recommending changes to support EV infrastructure. This was one of the most valuable services for participating cities.
  • Collaboration on Permitting: Cities discovered significant variations in permitting processes, prompting collaborative discussions to streamline approaches.
  • Combating Misinformation: NCTCOG addressed misconceptions about EVs by providing proactive credible, fact-based information, helping cities communicate benefits effectively.

Challenges and Lessons Learned

  • File Sharing: Government systems using Microsoft were incompatible with Google Drive, requiring alternative solutions.
  • Messaging Matters: Emphasizing economic development and tourism benefits proved critical for stakeholder buy-in.
  • Cohort Model Success: Cities achieved better outcomes when paired with one-on-one consultations alongside group learning.

Why the Cohort Model Works
The competitive nature of local communities (cities and counties) made the cohort approach particularly effective. It encouraged collaboration while maintaining efficiency, allowing cities to learn from one another and leverage shared resources.

This plan specifically addresses the barriers new businesses face regarding energy infrastructure, proposing that siting for clean energy and quantum computing be co-located to reduce “transmission costs and ensure stable power”.

Mid-Region Council of Governments (MRCOG), NM
Project: 2025-2030 Comprehensive Economic Development Strategy (CEDS)
Released in January 2026, this CEDS identifies “Energy / Renewable Energy” as a top-tier industry cluster for both urban and rural areas. It specifically ties the siting of solar and grid-scale storage to the region’s workforce development goals and federal Economic Development Administration (EDA)  funding eligibility.

Waccamaw Regional Council of Governments (WRCOG), SC
Project: 2025-2026 CEDS Annual Update (Year 3)
This CEDs update focuses on infrastructure “strategic capacity.” It outlines how the region is using a SWOT analysis to prepare for industry diversification, specifically focusing on how new energy facilities can drive regional prosperity in a post-2024 economic landscape.

Transportation

The siting of energy facilities directly intersects with the federal transportation planning responsibilities carried out by MPOs, RPOs, and COGs. These agencies already manage federally required processes like long-range transportation plans (LRTPs) and transportation improvement programs (TIPs), which tie infrastructure investments to regional growth, safety, and resilience.

As billions in federal energy and infrastructure funds flow through the Inflation Reduction Act and Bipartisan Infrastructure Law, and future federal transportation laws, siting decisions for solar, wind, storage, and transmission facilities increasingly depend on transportation planning to ensure freight access, workforce mobility, and grid integration.

Consequently, regional planning organizations are uniquely positioned to align transportation needs with energy infrastructure, mitigate community impacts, and unlock economic opportunities.

Boston MPO is exploring using e-cargo bikes for first-/last-mile freight deliveries and has a goal to incorporate more electric vehicle technologies to expand mobility and reliability.

Metropolitan Washington Council of Governments (MWCOG), DC/MD/VA
Initiative: 2025–2026 Carbon Reduction Program (CRP) Implementation
MWCOG is currently providing technical assistance to site and permit “Microhubs” in the public right-of-way, allowing “last mile” deliveries to be completed by e-cargo bikes.

Sustainability & Resilience

Decisions about where energy projects are located directly affect a region’s ability to cut emissions and prepare for extreme weather. MPOs, RPOs, and COGs already hold a variety of federal, state, and local responsibilities in addressing these topics. Through long-range planning, hazard mitigation strategies, and federally supported resilience initiatives, these organizations are tasked with preparing regions for the impacts of extreme weather, flooding, heat, and other climate-driven risks.

Integrating siting decisions for solar, wind, storage, transmission, and nuclear facilities into these frameworks ensures that energy projects not only reduce emissions but also strengthen community resilience by protecting critical infrastructure.

Waste & Water Infrastructure

Energy facility siting has direct implications for drinking water and wastewater systems. MPOs, RPOs, and COGs are responsible for addressing infrastructure planning and coordination through requirements mandated by state revolving funds and the federal Clean Water Act programs.

Large-scale solar, wind, transmission, and especially nuclear or geothermal projects can affect groundwater, stormwater, and wastewater infrastructure, raising questions about availability, quality, and long-term system resilience. By integrating siting considerations into regional water and wastewater planning, these organizations can safeguard critical resources, prevent costly conflicts, and unlock opportunities for co-investment in green infrastructure and sustainable water management.

Initiative: 2025 Regional Wastewater-to-Biogas Conversion Strategy
HRPDC is implementing a regional initiative to site anaerobic digesters and biogas capture systems at 25 candidate wastewater treatment facilities. This project directly converts sewage sludge into renewable natural gas (RNG). By siting energy production inside existing water treatment plants, the region reduces landfill waste while creating a local, low-carbon fuel source.

Air Quality

The location of energy facilities plays a central role in meeting federal and state air quality requirements. MPOs, RPOs, and COGs are already required to comply through transportation conformity, State Implementation Plans (SIPs), and regional emissions analysis.

Siting new solar, wind, nuclear, storage, or transmission facilities can help regions reduce emissions, while siting choices for natural gas, biomass, or industrial-scale projects may raise new compliance challenges under the Clean Air Act and related state laws. By working with local governments to integrate energy siting decisions into air quality planning, regional planning organizations can anticipate regulatory impacts, coordinate across jurisdictions, and advance strategies that both expand clean energy and maintain compliance with federal standards.
