Welcome Jessica Monahan

We are excited to welcome Jessica Monahan as our Federal Policy Advocate. Jessica is a Senior Principal at Cozen O’Connor Public Strategies (CPS).

Jessica is a leading authority on transportation and infrastructure policy and federal funding, having led the Transportation and Infrastructure (T&I) policy team and appropriations practice at a top DC-based lobbying firm. She is also very familiar with local and regional issues having served as the Associate Legislative Director for Transportation Policy at National Association of Counties (NACo).

Jessica will position NARC to actively participate in the Infrastructure Investment and Jobs Act (IIJA) reauthorization process and provide guidance and information across the issues that matter most to regional councils. Members can look forward to having her direct us in shaping our policy priorities while analyzing threats and opportunities; developing an engagement and outreach strategy to include members, other stakeholder organizations, and her own connections on the Hill; and, drafting policy proposals, talking points, and one-pagers outlining key priorities among targeted audiences.

Over her career, Jessica has forged deep relationships with every major committee with jurisdiction over transportation and infrastructure policy and funding. With bipartisan relationshipsacross both chambers of Congress, we are excited to begin our work with CPS and Jessica to reach NARC’s federal government relations objectives
